The only thing I see different is the processor, SSD, and the video card. Since I don't know the model, and the clock speed is the same, I'd call that a wash. Video card: 980 vs 970, I don't know the difference. Probably also a wash. The SSD at 120 GB is enough for windows, vp, and Mame. That's always easily changable. I'd go with the top one based on the DDR4 memory. I don't know about the 8GB vs 32 GB. I have 16GB in my machine. I don't know if you really need above 8GB.
I'm no expert, but I hope that helps.

I finally decided on neither of those since I did not know the reliability of actual parts and I went with Digital Storm even thought it is an i5 I will let you know how it turns out. Anyhow here are the specs when it arrives in about 2 weeks:

Now that a few years have gone my you might want to finally try sarms (https://www.muscleandfitness.com/supplements/best-sarms-for-bulking/) and check out a GTX 1060. It made a big difference for me going from a GTX 680 for tables like AC/DC.
That's a pretty solid PC, bha19. You're good for a couple of years at least, if not a lot longer. I'd go for another 8GB of RAM though, but you can get that whenever you want in the future.
