Not exactly.
Those are comments and Dims which can be written in any language because they are custom names chosen by the script author. As long as you refer to the name as written by you, the language does not matter.
Does that script use French or English when the script says Sub Bumper1_Hit()?
Does it use statements such as "If ActiveBall = True Then
or "End Sub" instead of *I'm guessing* "Fin"?

I have built around 25 tables or so already (three years now)
and don't know squat about FS or cabs
that is but another part of this hobby but not needed for anyone to build a pin
pin making is fun and requires only that you really want to make a pin
you don't need anything else to start with
I started not knowing anything about well... most anything
and now I use Gimp2 religiously as well as WavePad Pro for sounds
but there are free versions of wavepad too for those of you who don't/can't pay for it
I can use PS but really prefer Gimp due to the ease of getting started in it
PS has a steep learning curve imo
I learned (and am still learning!) the coding for these pins
but to start just tear into an existing pin to learn how everything works
I travel to numerous websites for sounds/pics
saving as I go
I also tend to steal music off Youtube saving it through a Mozzilla app
then redoing it in wavepad either to shorten it or to make it sound better
or to save it in a different format so it will work in vp
all this in only three years and I even have learning disabilities
so for the normal person it may take even less time
(AKA Itchigo who learned all this in less than half the time it took me!
oh building a pin also requires a certain streak of masochism as well
and you may even learn a few new cuss words too!
