No S**t! You ain't kidding. Downloads was turned off as part of a package. We have to turn of all the packages, until we don't get the error, then reinstall and see what kills it. Tapatalk is our experts best guess at this time. The LAST thing we want to do is reload the entire site. We'll exhaust all other options before we do that.

 Rogue Reloaded sounds like a kick ass video game or a neat new tv series!
hope you find and fix your problem though
 as I'd hate to see you guys redoing the entire site again

This might be a pain in the ass, but W3C is the home of the Internet and its language standards for scripting webpages, and their Validator page will check a website for errors, however, the Validator is STRICT and will list Every Single Error, even if the HTML syntax otherwise works. I have seen working webpages analyzed by the Validator pull up over 700 errors, so be aware should you try it:

So far, the Validator indicates only One Error on the forums front page; an errant & (Ampersand) which the validator states should be replaced with the Escape Character for an Ampersand &.
The message will give you the Escape Character when you check it, but that may not be the only problem with some features turned off and their JavaScript files not accessible for analysis.

You can also try using Internet Explorer and watching for any page errors which will be indicated on the lower left corner of the browser. If you use JavaScript, you can also try checking the site using the JavaScript Console that is found in Internet Explorer, Firefox, Chrome, and most modern browsers. The JavaScript Console is usually found in the browser under Tools.
